Laura Appel is vice president of federal policy and advocacy for the association. She works at a federal level to represent the interests of Michigan hospitals and health systems in both the legislative and regulatory arenas on key issues. Since joining MHA in 2000, Ms. Appel has helped broaden the Critical Access Hospital designation through state legislation, procure $400,000 in federal funds earmarked for the MHA Keystone Surgery Project, and lobby for the passage of Patient Safety Organization legislation. Previously, Ms. Appel was the director for the democratic policy staff for the Michigan House of Representatives. She also spent 12 years as a legislative policy analyst and did regulatory work for the Michigan Insurance Bureau (now OFIR). Ms. Appel has a bachelor's degree in economics from the University of Michigan.
