Thomas R. Schultz has practiced in the area of municipal law for 20 years, providing general and special counsel legal services to local governmental agencies. In this capacity, he renders advice on a wide variety of matters, including ordinance drafting, compliance with Open Meetings Act and Freedom of Information Act requirements, property taxation and special assessments, and the acquisition of land for public purposes through either purchase or the exercise of eminent domain authority. In his general and special counsel capacity, Mr. Schultz has been regularly involved in litigation at all levels on issues affecting local governments. He has also worked extensively in the area of land use and development, especially planning and zoning. Mr. Schultz has authored or coauthored several appellate amicus briefs on local governmental issues for the Michigan Municipal League, the Government Law Section of the State Bar of Michigan, and the American Planning Association.
