Catherine M. O'Connell, disciplinary counsel, is responsible for handling complaints regarding criminal, unethical, or unprofessional conduct by practitioners before the Department of Homeland Security (DHS) in immigration cases, including conducting investigations of allegations of misconduct and litigating such matters before the Executive Office for Immigration Review (EOIR). Ms. O'Connell also provides advice on issues regarding appearances and representation before U.S. Citizenship and Immigration Services (USCIS) as well as on issues regarding the unauthorized practice of immigration law. Prior to joining USCIS, Ms. O'Connell served as an ethics attorney for DHS, U.S. Immigration and Customs Enforcement Agency (ICE). Before her service at ICE, she was assistant professional standards counsel for the State Bar of Michigan, where she provided ethics advice to Michigan attorneys and judges and investigated, and when appropriate, prosecuted allegations of unauthorized practice of law. Ms. O'Connell was in private practice before joining the State Bar of Michigan.
