Aaron D. Schuham

Aaron D. Schuham serves as associate general counsel for the division. He leads a national practice group of attorneys that advises its client, the Office for Civil Rights (OCR), in its regulatory, policymaking, and law enforcement activities. OCR is responsible for enforcing several civil rights statutes, including Section 1557 of the Affordable Care Act, which prohibit discrimination in HHS health and human services programs. OCR is also responsible for enforcing HIPAA. Previously, Mr. Schuham had several roles in the Civil Rights Division at the U.S. Department of Justice, including chief of the Policy and Strategy Section from 2013-2015; deputy chief in the Employment Litigation Section from 2010-2013 (where he reviewed investigations and lawsuits involving numerous forms of employment discrimination); and trial attorney in the Employment Litigation Section from 1997-2003. From 2003 to 2010, Mr. Schuham served as legislative director of Americans United for Separation of Church and State, where he led a team of attorneys and policy professionals. In this role, he advocated before Congress, the Executive Branch, and state legislatures on a number of religious liberty and civil rights policy issues. He also led several national coalitions on these same issues.
